How to attach a picture to a text message

Here's what I've tried

* tap gallery
* tap the picture that I want to attach
* tap share
* tap the recipient
* it brings up a picture that I previously sent to that recipient, not the one that I first tapped

To add a picture attachment in both Samsung and Google Messages

*Open a conversation
*Tap the attachment icon (a paperclip or plus sign)
*Select the "Gallery" or "Camera" option.
*Then choose the photo you want to send.
