When I turn my phone on ,it gas a sound when the att logo is on the screen.

If you bought the phone from AT&T, I believe you're stuck with it. Carriers add things like that, as well as apps, to devices they sell.

95% of Samsung phones made recently don't make startup noises. This could be something put in by your carrier. In that case, you cannot turn it off. I know for Verizon, there is no startup noise anymore since 2016.

If you buy a carrier locked phone, even if bought directly from Samsung, you will get that carrier's firmware which includes start up sound and splash screen. The only way not to have it is to buy a factory unlocked phone.
