I compared it to my s24 ultra, which does show the icons like your screenshot, but I don't have the same options. I know where it should be and how to turn it on (Mr ghoul above) but I don't have those options on the s25.
I know this a year old but maybe this will still help someone. This is how I added AI to my side panel. I had the same issue with AI not showing in my side panel. I opened side panel, clicked on the pencil, then the 3 small dots on the top right of the screen. It will say open in split screen view at the top. Under touch control & tap it will list AI select, now brief, drawing assist & introprete. Ai was not selected out of those 4 options. I clicked on the circle beside AI. AI is the first thing listed at the top in my side panel
