Why do apps not show details for updates

Does anyone know why certain apps on the Google Play Store don't provide details on app updates? Specifically non-Samsung apps that are installed on the phone. 

For example: Samsung apps have details on what's changed or has been fixed upon clicking see details. Other apps have the see details option but don't list anything at all. 

I don't recall if this applies to Samsung app store to or not as only Samsung applicable apps can be downloaded there from my experience, example, app isn't available on Samsung Store, download on Google Play Store

For chrome browser or Google messages for example all that tends to be stated is improvement or stability line if you do a search online sometimes can find what's been changed other apps in play store often dont find much update information on

That's what I've noticed. It's not really convenient but at least there's a work around like you mentioned

Chrome can be a bug fix or security fix same with messages sometimes its a combination of that and new features

For most apps there's no details unfortunately. I've saw what you're referring to though

Learning curve as you learn features and where to get information i.e tech sites

I frequent tech sites & Google for my info if I'm not sure, I figured someone from here would have an answer so I figured I'd ask here as well

Most in same spot I think and may be different sources used to get the information after
