Visual voicemail on an unlocked phone

I have an unlocked dual-sim S24U, and it didn't come with a voicemail app. Is there any way to get the system voicemail app installed, or am I out of luck?

When I try opening it, this shows up

I would suggest talking to your carrier since Voicemail is a carrier feature

Who is your carrier?  Many of them have their own VVM app.  Some may work with any carrier.  You can pick one from the Play store and try it.  If you have a budget carrier, depending on which carrier they piggyback off of, you may be able to use the carrier specific app for the major carrier.  VVM, theoretically, should work with any carrier.  You only need to know your voicemailbox number and pin.

You can try this since Verizon doesn't offer a VMM app for unlocked 

Go to Settings>Apps>Voicemail>Storage>

Clear Data and also Clear Cache

This resets the app to factory setting.

Open Voicemail App.

You will be invited to setup (Basic) Visual Voicemail.
