If your device is eligible I believe you can. You just need to act fast enough before it fills and if, and that is a big IF, it is released.

I've stayed awake to try and enroll previously but never saw the banner, do they release at set times in the day?

Check the banners on the main page of this app. Today it is banner 11 of 11 or the last banner. If you don't see the banner your phone is not eligible.

The new notification menu with the 3 different panels, buds 3 app/widget, sounds, camera ui

By default, it comes in "separate" mode. (I don't recall changing this during initial setup). Very clean and way easier to focus on the notifications without having to deal with the quick settings.
