It's been stuck in this endless loop for an hour. I've searched online and read articles; this has been going on for a while, and nothing has changed. I've tried deleting the app and other suggestions, but nothing works. Samsung, when a customer pays for a product, shouldn't they receive it as advertised—working properly?

Reboot into safe mode and see if the behavior improves. You may have installed some malicious software that won't be permitted to run in safe mode. If things are better in safe mode, you will need to determine what software is causing the problem and uninstall it.
