To the best of my understanding, you can backup your photos to another device or cloud service, then move them to Secure Folder. If you reset the phone then everything that was place in the Secure Folder is gone forever and you will need to download them again from the other device or cloud service. Items in the Secure Folder do not sync with your cloud service once they have been moved there.
