I'm having the same issue. My rcs showed up during the last update and now it's gone and Samsung messaging works so much better and more customizable than Google messages app

RCS is carrier specific, AT&T allows RCS with samaung messaging app.
Google owns RCS and works with all these companies. It's up to them if they use it or not.

I've not seen it being available. I really on Google RCS, from the beginning and skipped the Samsung version altogether.
PS
So says a Google search:
"Rich Communication Services (RCS)
The GSM Association (GSMA) owns RCS. RCS is a communication protocol that offers advanced features like read receipts, typing indicators, and high-quality media sharing. Google or a mobile carrier provides RCS chats."
Myself, I don't have time to tilt windmills. If Google Messages has RCS and Sammy doesn't, I go where it's working. No time to fuss about it. Pause, breathe deep, get nice cuppa coffee.

Right someone has to be there to provide the correct information, i would hope no one is fussing, if people are curious that's fine, if people don't care that's fine, but if your brother or sister ask please tell them the truth that you know and don't take it personal if different results arise. The thing i find funny is people continue to say the samsung messages app is being removed completely with no statement or notice from samsung. Samsung sends announcements for and to their products frequently, i wonder why I can't find that notice and no one else has a capture of it lol. I hope that Google adds missing functionality and for everyone's sake fix the picture resizing issue, that alone would make me switch. But i guess they'll continue to wait. 10 message reactions for the same sharing options aren't an upgrade to myself. The carriers obviously are trying to force inferior messaging for the android side due to the cash cow the iphone is, they have some power, but there's other messengers and samsung continues to provide a way for its consumers that prefer android and samsung, not the best way but still an effective a way if your interested
