Run out of storage on your phone or in Google?  If you are running out of storage on your phone, you can offload things like personal data and photos to a flash drive, computer, or external drive, SD Card in a USB card reader.  Flash drive is likely the most convenient, as they are portable so you can carry it around with you to access those items when you need to.  You can uninstall apps that you rarely use (you can always reinstall them on an as needed basis and then uninstall them again when you no longer need them).  For instance, I don't need my travel apps unless I'm traveling, so I uninstall them until I make travel plans.

If, on the other hand, you are running out of space in Google, keep in mind that Google's free storage allocation includes everything in GMail (including all folders - spam, sent, inbox, personal folders, trash), Google Drive, and Google photos.  So, you would have to move photos out of Google onto another device, empty your trash and spam in GMail, disengage and download any attachments to email, clean out old sent messages, etc.

What do you mean by "free storage app?" If you're running out of space on your phone, no app is going to magically provide more.

Sounds like you need to offload a bunch of data to a flash drive or other external storage.

EDIT: Or do you mean you ran out of memory? Memory (RAM) and storage are completely different things. Running out of memory would make it difficult for apps to operate properly.

They have run out of free Google storage, that's why email stop working.

That's likely but it's all very unclear. Not enough detail.

Unless you do a back up or some transfer there is no free space

Google only allows for 25gb of free storage. If you don't use Google Photos to back up your photos, Googles lowest tier to insure you don't have to go cleaning out your Gmail account is 100 GB for $1.99, 200 gb for $2.99.
