I have a s24+ and i was wondering how do get the one ui 7 beta program. I check for updates and i check for for the beta program but nothing

You can't since the beta is already in phase 3 with phase 4 almost out.  You will have to wait until the full public release in the coming weeks

Only certain markets and certain carriers got the beta. If you never saw the invite to join in the Members app, then you were never eligible.

I have the same phone S24U and nothing up date to One UI 7 in Florida

The Beta was only on T-Mobile and Factory Unlocked Models - Model Number ending in U1 which has closed and no one new can join 

The Public Release is still weeks away since its still in BETA Testing
