No, it is not!
People have peripheral devices, watches, rings, other Bluetooth devices.
I don't get the paranoia with this permission, it's devices you own, not some rando person.
Grant the permission, then just revoke it after!

It's YOUR OWN paired devices that the camera is looking for. Remote shutter, if you use it will not work without the permission. If you don't use a remote device, it will not hurt anything by having the permission.
