I have this issue with this on some pics that aren't full screen. I want to use this as a wallpaper on the lockscreen. Click on pics to see the whole thing.

When your in settings and you pick this picture to be your wallpaper you should be able to pinch outward on the picture to make it bigger to fix the whole screen

Strange when you in Wallpapers and you pick this picture you should be able to pinch outward to zoom in a little to adjust it to fit the whole screen

The image would have to have exactly the same aspect ratio as the screen to avoid default cropping or you will have to use the pinch and adjust method. The S25U screen for example has a 2.167:1 aspect ratio (height to width) and has no camera with the same aspect ratio as far as I know. They are all 3:4,9:16 or square. The original picture looks close to square. Re-take the picture with a wider field of view (more not needed scene left and/or right of the required view) then use a photo app on the phone or a computer to make a 2.167:1 (call it 2.2:1) crop where the desired subject in the scene is in a cropped area that is 2.2 times taller than it is wide. Save it as a new image without replacing the original and use that as the lock screen image. That's assuming you can re-shoot the picture. There is some background right of the subject so you can certainly crop a better width/height and get closer to lock screen fill. Otherwise you can paste it into a 2.2:1 aspect ratio black image and have black borders at least left and/or right on the lock screen. If I was doing that I'd consider cropping the subject without the background on the right and pasting the subject into a 2.2:1 aspect ratio black image and position so that the black border is at the bottom, IOW, keep the subject full width.

They want the little white bar off the bottom of the screen they just need to resize the picture when setting it as the wallpaper to remove the white bar at the bottom
