I had this problem for months on my s24ultra...I recently got my updates to work. I went to settings, connections, and turned off all my esims. No mobile network connections but not in airplane mode. Then I went into general management, and reset. I then reset wifi and Bluetooth settings and accessibility settings. Then I restarted my phone and the updates started popping up. Not sure what step helped but after this it worked...goodluck!
