I have seen on several social media platforms that these moving backgrounds have cool affects where the fingers touch. How do I find the options for that.

Some apps can do that.

Search for "Touch Responsive Live Wallpaper" apps at Google Play Store.

I just use a live wallpaper. Some are interactive some aren't.
