Is the temperature correct in your weather app? As far as I know, anything on the phone that announces the temperature would be informed by the weather app. If your weather app has the wrong location, it will announce the wrong temperature. I don't set daily alarms, and I wouldn't set one to make announcements of any kind, I just use the sound I want. I'm curious, though, why do you need to hear the temperature with your alarm, can't you just look at your phone screen when your eyes are open?

Okay, for units of temperature, open Settings > Apps > Clock > Clock settings > Temperature and select either F or C. For location issues, the location service needs to be turned on in Settings > Location.
