Hello, there. So just to give a disclaimer, We cannot guarantee, that features that are on any US device will work internationally as different regions do have specific rules and regulations that may differ from the US and could prevent the use of specific features in their regions.
That being stated, @Robin621k is correct. You should be able to use a Samsung Pay device to make payments when traveling abroad if the card issuer allows the physical card to be used abroad. The same currency exchange rates and fees will still apply.
