One specific contact goes straight to voicemail each call

when I receive a call from a person that is in my contacts, the call goes immediately to voicemail...

The person IS NOT in the "blocked" numbers list.. 

This only happens with this one individual.

delete the contact and re add it, maybe also under a different name

Check with your carrier, they may have been added to your carriers blocked list for your account.

did discuss with carrier..
They said number not blocked on their side..
