It is currently full. You have to wait until you see a banner in the Members app and then you can join. Realize though, there are thousands of people that want to join and they are only allowing a specific number. If you don't see the banner, you must wait until the next release. Patience!
Don't wait, your going to get the final version B4 you get into the beta. Samsung has to give it to all the tech influencer, not daily users where data actually matters for fixes. Haha
