So far I believe just in South Korea, but it should be released soon to other areas. I'm guessing by next week some time.

Yes I just got mine a while ago ( 30mins or so ago), have not seen many changes bug I know I'll see them on day 2 of owning the EPIC S23 FE that's right it is most EPIC FANS EDITION I've had

Been using it for a while now, but not as an "official" download. But it's "rumored" and those are 99.9% false, to be the 9th.
