2 software update apps?

why would my phone that has no carrier have 2 system update apps?

Not sure why your carrier matters based on what apps you have installed.  Your carrier will change the server location for where it gets the updates, but will usually not install their own updates, as they just use the one installed on the device.  If you mean Google Play, and Samsung Store (both of which will update apps independently) then these are not system update apps but are app stores that all Samsung androids have so that they can program apps for the Samsung Specific One UI

these apps say the same thing, system update, they have slightly different icons and it also prompted me to do a system update while my phone was at 7% battery it seemed a little weird and I couldn't figure out why there would be two apps with the same name on a phone that has no SIM card as of yet.

I see 2 apps named "Software update" but only one "System update" in the list of apps on my phone.

@Foxiesblues Based on the 3 unlocked Samsung phones I have available and my Tab S10+, this appears to be normal.

Is the device a factory unlocked device?  If it is a carrier locked/branded device, then that software is preloaded, before it is placed into the box.
