I'm honestly somewhat frustrated at how bad the user experience is in this regard.

I've had my S22 ultra stolen, taken the necessary actions in smart things find only to find that I can't set up my new phone to my account because it asks for a code sent to the stolen phone - what?

I couldn't even use my original account here because guess what, it asks for a code sent to the stolen phone.

The only "recovery" option is apparently the first code I received... from the stolen phone.

Seriously, this is an absurd catch 22 situation. It's still possible to log in to smart things find online just with the Email account and password, where I have the option to remove the original phone (It needs to remain there in case it's located) but I cannot log in to the samsung account without these bizarre code requests.

What are people meant to do in this situation? Set up an entirely new Email address just for this functionality?

You need to contact Samsung customer service. They will be able to verify your identity.

If you set up 2 factor verification on any account and loose access to one of the verification methods you have to contact the company directly to verify your identity. This would happen on any system that uses 2 factor security. It is a serious hassle when it happens but it is for your own safety.
