Galaxy S23We did the new update that samsung released but after it restart. It was loading but only got to 25% on the one ui atfer that it shut off then go back to it loading. I called samsung but I guess it the first time. They heard about this. I took it to a repair store but they couldn't fix it. I try soft reset. I try entering to safe mode. But one thing I noticed was that I can't enter where I could do a factory reset

You can try the troubleshooting steps here to see if it stops the phones from restarting: https://www.samsung.com/us/support/troubleshoot/TSG10001548/
You can use the diagnostic tools under the Support tab in the Members app to test the hardware on the phone.
We also recommend submitting an error report. https://us.community.samsung.com/t5/Tips-Tricks/How-to-Submit-an-Error-Report/ba-p/3001692
When troubleshooting is not helpful, it is recommended to have the phone evaluated by an authorized service center. You can use the following link to find a list of service centers in the U.S.: http://www.samsung.com/us/support/service/location or by calling customer support at 1-800-726-7864.
