How do you shut off the notification for mobile data being turned off??

Are you asking about this? If yes, go to settings > Connections > Data Usage > click on the mobile data. You should see a pop-up like the screenshot. On the pop-up, click on "Don't show again" option and then turn off.
That should fix your issue.
