My phone keeps scheduling updates

I lost my old phone so I used my insurance and I the exact same phone. Now the new phone keeps scheduling updates. An update will go through and when the phone turns back on, says it's updated, and then schedules a new update. What is going on?

It may be catching up on sequential updates  Have you taken note of which updates are being offered?  Are they security updates, OS updates, or Android Play System updates - or all of the above?  Was your replacement phone a new phone or a refurb?  Given that it's an S23, I'd say it was a refurb.

It's an android. I think it's new. It looks new any way.

As @realaud has stated, it will be updating until it catches up to the current version it should be on. What does it say in software version, what month is it on?

If they are going to send you a refurb, they are not going to send you a ratty looking phone.  Most S23s would be refurbs at this point, as they are not being produced any longer.  Replacement stock would be limited to overstocks and refurbishments of traded in models.  Even if it was new, it would have the software it came out of the factory with.  If that was Android 12, for example, you would have updates for Android 13, 14 & 15, along with progressive security and Play system updates.  Some updates may have to be installed before others can be installed, as they build upon one another.  You can't go from Android 12, directly to Android 15. Too many changes took place in between.  Same with OneUI - whatever version it had at the factory needs to be updated to current.
