Galaxy S23I just got updated and now it's possible by swiping down from the top right hand corner to display all this without unlocking:
How do I completely disable swipe on the lock screen?
I use biometric / PIN security and I don't want to be able to do nor see ANYTHING (ideally including answering the phone) from the lock screen without first explicitly unlocking. Some of these actions will prompt for security but they shouldn't even be available at all from the lock screen. When a device is locked, it should be totally, completely locked out to all actions except entering credentials.
I've turned off everything I can find in Settings, but it's still there.
Any ideas?
.... it's never ending that every update just gets dumber and dumber. *sigh*

Galaxy S23I have the same problem with my Samsung Galaxy and it seems impossible to deactivate the notifications or quick menu stuff even when the phonoe is locked.
But I found a solution in an app from the playstore called cerberus lock screen protector.
What that app does is exactly what u want. since it is not possible to deactivate the swipe down mechanics in oneUI, it does the next best thing: immediatly re-locking the screen when the quick menu shows up.
Additionally u also can do this for the shutdown menu, making it harder the shot down the phone without unlocking.
When u combine the swipedowns for notifications and the quick menu like it was in old oneUI, u basically deactivate all swipe down from locked screen.
Btw when u remove the telephone app from the lock screen u can prevent accepting calls without unlock, but with the hard disadvantage that the phone will not ring/vibrate or do anything when u get a call while its locked. the caller will get a busy-sound, as when u are already in a call.

Galaxy S23Google added theft protection in lost device protection.
You can set up Identity Check which requires biometrics and a 1 hr delay to change any settings on your device.
