You can buy it if your budget allows you to get it. There are upgrades to the S24 and upcoming S25, but both are significantly more expensive than the S23. You may be able to get it for free from carriers if they still have it.
What are your needs for a phone? What features MUST you have vs. those that are nice to have? If you are looking for budget options that will give you good performance and value without paying for stuff you don't want or need, you should look at the mid-range and to-range A series. If you are looking for the new advanced AI features and/or wireless charging you will be better off with the S23, but avoid buying a used one as, depending on your purchase source, you don't know what it's been through or if it's been properly cleared.
