Galaxy S23@LordBeoulf If it has T-Mobile firmware installed, it will always look for a T-Mobile update. Since you are using an AT&T SIM, it will never find a T-Mobile update.
The solution is to either flash the phone with AT&T firmware or temporarily install a T-Mobile SIM card.

Galaxy S23I did try with a T-Mobile Sim Card, albeit one that no longer had service, and it still didn't want to look for an update. I will try again with a new T-Mobile Sim Card to check if maybe that makes a difference.

Galaxy S23@LordBeoulf It looks like that firmware may actually be a Verizon load.
