You have to have an unlocked or from T-Mobile. The other carriers do not participate.

If you have a carrier model s23 it’s not included only U1 factory unlocked can get the beta

I'm sorry you don't have access. Go to settings and make sure your phone is updated and then come back & try again. Of note, I have an unlocked phone and I'm on T-Mobile
