They most likely won't have a beta for the S23 series.  It will mostly stop with the S24, Fold 6 and the Flip 6 being the last models to get the beta before the public release.

They should throw one for the s23 as well, so do the poor like me not have to wait as long for XD.

I can't ever remember a generation where phones two or more years old received the beta. With that being said, you will have to wait until the stable version release, however, realize the s23 series will not be one of the first phones to receive the stable version, it may be some time after the general release.

Highly doubtful that the S23's will see a beta since they are starting public roll out later next month starting with the S25's

The beta is limited to factory unlocked devices. If you are not seeing the option to join in the beta section of the Members app, either your device is ineligible or the program is full.
