Trying to rid my phone of incription so when i reset it... And samsung prevents me from reset. :(

It won't. It sends to to sign in WITH samsung and than spins and errors out.

Samsung and Google account need to both be signed in generally how it works

You can't reset your phone without being signed into your Samsung account, so if you signed out first, you will have to sign back in to do your reset.

Even when it is signed in, it traps me back at same issue. It's some error that isn't factually correct , or my phone is showing signed in but actually ain't.

If I have translated properly, you are trying to reset your phone so you can what? update it? Trade it in? Sell it? Discard it?  You cannot remove encryption from the phone, it's baked in.  It would be helpful to everyone willing to try to assist you if you provide more detail on what, exactly, you are trying to do and what you  have done to try to accomplish your goal.
