Galaxy S21You can clear the data, as well. Yes, that is the area I am speaking of. I'm not completely sure, but I think clearing the data automatically clears the cache, but I know just clearing the cache does not clear the data. I'm pretty sure I saw my cache disappear when I cleared the data on one of my apps the other day.

Galaxy S21It may take a day or two. Make sure sync is turned on and let it go through an overnight sync cycle. Your sync is most likely still in the cloud, it just has not reached your phone yet. You can download your historical health data. Open the Health app, tap the dot menu on the home page, go to settings and select "download personal data". I do not know what file format it's downloaded to or if it's readable outside of the health app. I assume it is, as there is no "import" feature.
