Galaxy S PhonesSo my phone has 4 Gb of ram but I always seem to have 2.2 GB used and 512mb are reserved for the OS so what is causing this?

This is just how the Android is designed. It always reserves some RAM to ensure smooth operation. And the more RAM you have, the more is reserved by the OS. Completely normal.

Galaxy S Phonesprobably for apps or widgets running background. ie. you phone has to update weather every 30 min or hr, messenger is on so u can receive messages and hear notifications.
