He can turn on call blocking in the phone settings. This will direct all known and self-reported spam calls directly to the voicemailbox.

I used to subscribe to Nomorobo but it only screens known scam numbers. Since many scammers now use disposable "burn" numbers, I have found that Samsung's Call Assist - Text call screening tool works well (especially since I get a lot of legitimate calls from unknown numbers). I have to manually enable it for every call, but it's better than answering each one myself.
Oh, I just let all calls from numbers I don't recognize go straight to voicemail. If they don't leave a message, I know it's spam and just block the number and report it to hiya. If they leave a message, mostly I just delete it without listening to it. If I suspect it's a legitimate call, I listen to the first couple of words before deleting, blocking and reporting.

Fair enough, we all have different priorities. I'm just in a position that I get a lot of important calls from unknown numbers: if you don't, things are much easier.
