I can't get my phone to charge any higher than 85%

As youu mentioned earlier, it sounds like you may have Battery Protection turned on.

You can check by going to Settings > Battery and device care.

Tap where it says Battery. S10 series phones stopped updating at Android 12 / OneUI 4.1, so there is only one setting (85%) that can be toggled on or off.
