Gboard voice typing not available offline 90% of the time

I live in an extremely rural area and am out of service on and off most days. I toggled on the offline availability in the gboard voice typing settings but it rarely works offline. It shows 'initializing' for a 30ish second period and then we'll say Google not available and cease to try to be working. There are not any extra settings other than the two toggle switches in the settings, one that says use voice typing and another claiming to be available offline. please help

Google voice typing is processed through Google cloud services. In order for it to work, you must have a network connection, either mobile or wi-fi. As far as the "faster voice typing", was there an actual download after you turned it on? I would imagine you would  have to initially turn it on when you had connectivity. If you are having issues with Google voice typing, you have to contact Google.
