I don't understand why everytime i say hey google my watch ultra responds instead of my phone. Been having this issue for a long time now.

Your Galaxy Watch Ultra is set as the primary "Hey Google" device, so it hears you first and responds instead of your phone.
Fix it:
On your phone: Settings → Google → Search, Assistant & Voice → Voice → Voice Match
Turn Hey Google ON (retrain voice if needed)
2. On your watch:
Google Assistant app → Settings
Turn Hey Google OFF (or disable Assistant entirely on
the watch)
After that, your phone will answer, not the watch.
Fix it:

But why can't it just differentiate that on its own? Back when I had ios iPhone it never came up on my watch unless I was away from the phone? I shouldn't have to do all that?

On ios I would guess that you were using Siri?
If you were using Hey Google, is there actually a client for the watch? Or does it only run on the phone?
