I can't disable them and they both have no permissions I can't find anything online was hoping if anyone could help me I'm thinking one is for USB Tethering and the other is for Ethernet Tethering but that's just my guess

Do you know what the package name is? Maybe something like this?

When I click on both of them it just shows TetheringResOverlay and nothing else but I do have these other system apps called com.google. android.networkstack.tethering.overlay and com.samsung. android.networkstack.tethering.overlay maybe they have something to do with this whole thing

I'd say your best bet is to look on https://source.android.com/ when you want to know what certain things are in your phone. I have net guard installed so I can see package names and block them if I want. The first link I sent is probably the package that you're asking about.
