A Series & Other MobileDid you purchase your phone from a third party vendor or directly from Samsung? This is an ongoing issue for many users.
See this thread:
https://us.community.samsung.com/t5/Galaxy-S-Phones/To-buy-or-not-to-buy-from-3rd-party-vendors/td-p...
You should be able to bypass OTA issues and update the phone using Smart Switch for PC/Mac. If you don't have access to a computer, you can visit a certified Samsung repair center and they should be able to take care of this for you.
Find one near you: https://www.samsung.com/us/support/service/locations/
If you did buy your phone from a third party, it is always best to buy factory unlocked phones directly from samsung. Third parties such as Amazon and their sellers often do not label the devices for sale properly and it can lead to issues like this down the line.

A Series & Other MobileIf you have a PC you can try downloading smartswitch and connect your phone to the computer to see if it will force a update.

A Series & Other MobileAs suggested in my previous comment, you may be able to bypass OTA update using Smart Switch for PC/Mac.
If not, your best course of action is likely to contact your carrier to determine whether the update has been released to your specific device.
