Try putting your phone into airplane mode and restarting. Make sure to turn of any vpn's or private dns settings that are not "automatic".Then turn off airplane mode. This usually helps me. You can re-enable you private dns afterward. Although, your issue sounds very different. Sorry if this doesn't help.
You may have to recalibrate Google maps for location accuracy. Also in general management, date and time settings, make sure your time zone is set automatically and is correct. If it is not correct, take it off automatic and set the correct time zone. That should improve your location accuracy.
