I have a Galaxy j7 sky pro. I recently purchased a Galaxy a20. I want to transfer files/data to new phone. I don't currently have wifi, only mobile data. Is it possible to use mobile data to transfer from phone to phone_ if so, HOW (?).

if you download the app called Smart Switch on both phones and hook a cable between the two you can transfer a good bit of your data and apps over to your new phone. not sure what kind of charge port the j-7 has but if it's different than a type c you will have to get a little adapter to go on one end of the cord.
