You can switch to a different dialer (phone app). Use Phone by Google, which doesn't have call recording.

I understand the call recording feature on the Samsung dialer will be removed from the keypad screen in One UI 8.5.

This is correct, it is now in a more menu. OP has an A series phone, it will be a long time before they get 8.5.

I for the life of me don't know how you activate the record button. It has to be pressed to be activated.

As @Mugibar has stated you can't disable it. You can download Phone by Google to use as your phone dialer. If you go this route, when you first open the app, it will ask if you want to make it your default. Then remove the Samsung dialer from the bottom of your phone and replace it with the Google dialer.

You will have to wait for Ui8.5 to come to your phone and it will no longer be in the main screen of your dialer app.
