If anyone knows how to enable Bixby voice for the galaxy A20 please tell me and also I cant open Bixby home i can only view the Bixby page on my home screen.

Bixby voice isn't available for the A20. Just Bixby home which you already have. Bixby voice is embedded in the firmware and isn't downloaded.
