Is anyone else upset with Samsung and the new feature of call recording that can't be turned off? I have a Samsung a15 & because of Samsung not giving g the option to turn off, I'm ready to never get a Samsung again.

I can assure you of the 2 things you just wrote, it is free, no ADS.

Google phone dialers do not have ads.  The phone dialers on any brand phone are provided because, well, they are phones.  Not everyone likes whatever dialer some brand decides to include with their phone.  That's why other dialers exist. You are not required to use any phone's supplied dialer if you don't like it.  You had no issue with the Samsung dialer before because it did not have the recording option.  Many, many, many, many people have been begging Samsung for years to add a recording option (spoiler alert, other brands have it).  Just because the Samsung programmers are not the brightest bulbs in the chandelier and couldn't see that the location of the recorder was problematic, does not mean that the feature should be absent. It also does not mean that you have to suffer with something you don't like.  Once again, the solution is to use the Google dialer.

Samsung tech support told me it was added to US devices last update. They NEVER should have done that since it is ILLEGAL in 50 Statea to record without consent & they put it right on the call screen so it constantly gets activated by mistake. Samsung Tech Support has gotten sooo many complaints re: this, he told me.

It was added in the OneUI7 update.  It is NOT illegal in all 50 states to record without two-party consent - There are some states that only have one party consent (the one party being the one recording).  In states with two-party consent, there must be an announcement stating that the call is being recorded, giving the second party a chance to say, "please don't record me" and for the recording party to turn off the recorder.  There is also a countdown when the recorder is activated, giving the recording person the chance to turn the recorder off.  I have never accidentally activated the recorder, as a) I hold my phone so in a manner that the proximity sensor remains active or, b) I use speakerphone or BT, where my hands are nowhere near the record icon to activate it.  Other phone manufacturers actually *do* have recording capabilities in their dialers, they just have the activation button in a less s-tupid place.  I am so positive that Samsung support was so chatty that they imparted to you the information that they have gotten so many complaints about it.  I am sure they have, judging by the rancor here.  I will tell you what I, and others have posted  in this thread - if you are in the habit of "accidentally" hitting the recorder and/or don't even like the fact that it exists on your phone, CHOOSE ANOTHER DIALER.

My phone doesn't have the countdown option u mentioned & it gets accidentally activated by either side of my face during calls. Samsung tech support dept told me when they added it. He told me they were working on resolving it. Adding the capability to toggle it on/off would fix issue.

The countdown is part of the recording software. It doesn't count down out loud, so if you are not looking at it, you won't see it. If it bothers you so much and you keep activating it, change your dialer. You are not required to use the Samsung dialer.

It was accidentally activated. What about HIPAA conversations, lawyer conversations, and banking conversations? Who is reviewing? Who is listening and taking notes?

The recordings reside on your own device, to keep or delete as desired. No one is sitting at a desk somewhere recording your calls (well, perhaps the NSA, but that's another can of worms.) HIPAA only applies to conversations between medical personnel and third parties. Same with legal discussions. Banking conversations have no legal protections. Many people record conversations with their doctors, banks and lawyers so they can get the details straight. If the record feature accidentally gets activated for any given call, it can be turned off and recording stopped.
