If you want to have a web pahe read, you can look for and tap the A with the speaker symbol on the right of the address bar. If you see a book with a speaker, that enables immersive reading, which removes ads and distractions, once you enter immersive teading, you can Tap the A on the top bar and have the page read.
For other apps you will have to use the assistant and accessibility settings.
