A Series & Other MobileUnder what circumstances is it dimming and brightening? Is it overheating? It could be overheating even if it doesn't feel warm. When there's an overheat condition, one of the first things the phone does is protect itself by dimming the screen. It does this regardless of adaptive brightness settings. Is it your home screen and in apps that's dimming or your AOD? AOD has a separate adaptive brightness control that you cannot turn off without utilizing Good Lock's LockStar module. To check if your phone has been overheating, download Good Guardians and the Thermal Guardian module, then open the app and see if there have been instances of overheating. BTW, clearing the cache partition is never "for nothing", it helps with proper phone maintenance, hurts nothing and can clear a whole lot of issues. Good Guardians and Good Lock are official Samsung apps and can be found in the Galaxy Store (not the Play store). Oh, sorry. I see you have an A16. You may have to utilize Fine Lock instead of Good Lock. Fine Lock is available in the Play store, since it is not an official Samsung app. It acts as a launcher for the Good Lock modules, which *are* Samsung apps. The Good Lock launcher is not compatible with certain A series models.
Also, even though your phone is new, there are such things as factory defects. In order for your phone to be covered for a warranty repair, you must take it to an authorized Samsung service center to be evaluated. They are not going to replace it without evaluation, and I understand they no longer replace, they repair. Replacements would only happen if you purchased insurance for your device. If you are still in your return period with the merchant you bought it from, I would suggest returning it if you do not want it to be evaluated or repaired. Don't forget to sign it out of your accounts before factory resetting it for return. If you are beyond your return period, warranty repair would be your only option if the the above suggestions do not work. I doubt any of the technicians you spoke to told you about possible overheating and the Good Guardians/Good Lock apps.

You can also try steps such as resetting the Settings of the phone. Settings>General>Reset>Reset all settings (This does not delete your data, but will reset app settings, and you will need to sign in to your accounts and reapply any custom settings.)

A Series & Other MobileThis is how the phone protects itself from overheating. The screen generates a lot of heat. The longer it is on, the more heat it generates. The first thing the phone does to protect itself is to turn the brightness down in order to cool down. Or, would you rather your phone stay bright and start freezing up or just dying because you "hate thermal management". You paid money for your phone, why wouldn't you want it to be protected from heat damage? If your phone is dimming often, you are keeping your screen on too long and/or using processor intensive apps, such as games and videos for long periods of time. You can prevent the constant dimming by just turning down the brightness yourself to the lowest level where you can still see your screen clearly. This will keep the automatic dimming to a minimum. You do not have to keep your screen bright enough to be a beacon for the ISS at all times.
You also have a budget phone which was not made for that kind of intensive use. It was made to be a basic phone that does some stuff.
It is your choice of what brand phone you purchase, but to do it on the basis of not liking some built-in features that protect your device/investment, isn't the smartest move I've ever seen.
