The app is unde system settings and can be opened it has no permissions and I found no information online is it safe to disable?

Then you could question every system app and go down that rabbit hole. If you're going to use pre-built tech, at some point you have to trust the device manufacturer.

There are also proactive steps you can take to safeguard your device. Don't visit sketchy sites or download/install questionable apps. Turn on app protection under Device Care, or use a third-party malware protection/internet security app.

The reason why I'm so paranoid is not because its pre built tech but I believe I was a victim of poison cache or a drive by download on my firefox browser my phone would go completely dead at night until a week later (I never dealt with this stuff before) I factory reset my phone I haven't been rooted since my phone says its official and my SE for Android is enforcing and my battery doesn't die at night I just want to make sure whatever happened on my phone doesn't come back I'm sorry if whatever I'm saying is nonsense but I don't have enough money to buy a new phone but I do have malwarebytes and it says I have nothing but idk

I had those free music download app and it had an ad that sent me to a sketchy website and asked me to download it I didn't but had the 7 of the tabs open because of those small x's on the apps I'm just scared of it still being on my device but I also heard that 99% of malware doesn't survive a factory reset

Returning to the context of the OP's initial question, consider how I control unwanted location permissions without completely disabling system apps.

1. Settings >
Location >
App Permissions >
Three vertical dots icon (upper right-hand corner) >
Show system >
Service provider location (scroll down) >
Don't allow
(see attached image for clarification)

Personally, I have it set to "Don't allow" on my phone, and I use location, and everything else works just fine. So, presumably, there will be no issues if you do that, and you can have peace of mind.

3. I also found related advice on the Android forum:

"Wearables needs all it's permissions. They all must be enabled. Samsung location SDK can safely be blocked the rest I don't know. You can turn off location in settings without fouling Wearables. I would verify what each one does before blocking. It's better to disable apps individually than take a shotgun approach."

Last piece of advice: if you do change things with system apps or anything, they could have a critical effect on your phone. Do one thing at a time so that you can go back and fix it easily if it causes any issues.

You can also try "Always ask," and you may be able to see which actions or applications trigger the service to run, as it should display a notification or permission request. However, not all system apps support user notifications, so Don't Allow is the best option in terms of user privacy.
