Can't upload a photo of myself from my gallery to use as a profile picture on this forum

Why can't I upload a photo of myself from my gallery to use as a profile pic on this forum? I'm trying to set up my acct on here and it keeps denying even my camera pic, let alone a pic from my galery. It says access denied.

Go to settings, apps, type in Members app, permissions, turn on what you will allow!
