Talking to the StarsWhen you were told to upgrade it meant upgrade from Samsung Messages to Google Messages, not your phone. Switch to Google Messages and turn on the RCS chats. Although, I have seen a couple of complaints about a recent update apparently disabling RCS on certain 20 series phones. Not sure if it's a fact or speculation, though.
If that's the case, you must recognize that as phones age out, not all features will be available on the older phones that are available on the newer phones, mostly due to hardware limitations. If I recall properly phones prior to the x4 series only had a 3 year support/OS update cycle, so the 20 series would be beyond that cycle. What Android version are you on? I think you have to have at least 13 to have RCS.

Talking to the StarsRCS is a carrier issue and the carrier has to support it. If you switched to Google messages and went to the RCS settings, you would either see a slider to enable it along with your carrier name and phone number and RCS status, or you will see "RCS not available on this device. No compatible SIM card found."
