G suite educational

Hello - I have two children and therefore have two Samsung tablets. One setting up my girls account on her tablet I have freedom to download apps. 
when setting up my boys tablet I get this error with his account. It is preventing my from downloading apps, such as Netflix. 
What did I do wrong and how do I fix it? His seems to be labeled ‘G suite for education’?? Hers does not state this. 
they are both toddlers but I do not want restrictions on their profiles at the moment.

Sounds like his got setup as an education account somehow try redoing that one and go slow and read carefully

I read the g suite education is managed by a school who has the ultimate control of this. Set up a new user profile on that tablet and all minor accounts need to be managed through Google Family Link. Your children will request to download an app, you will receive notification and grant/ deny the app(s).
